Central Indiana Women's Indoor Tennis League
Rules for 2007-2008 Season
  1. A team will consist of 12 or more women  playing 12 doubles matches on Fridays or in some cases on Wednesdays or Thursdays, from 11:00 a.m. to 2:00 p.m.  Matches played at Bloomington, Lafayette, or Muncie will be held from 10:00 a.m. - 1 p.m.; adjust rules accordingly when rules involve time.  X teams will consist of 6 or more women and will play 3 doubles matches on Mondays or Tuesdays from 11:00 a.m. to 2:00 p.m.   All players must be club members.  All players must be 19 years and older at the date of the match.  Any player that currently plays or will play for a college team during the 2007-2008 school year may not participate. Each player must be a paying member.  No complimentary memberships unless the player is an owner of a club.  Players that are employed at the club they represent are exempt from this rule.



  2. The league will consist of A (combined 9.0 and below, example: 5.0 + 4.0=9.0), B (4.0 and below), C (3.5 and below), Q (3.0 and below), and X (2.5 and below).  The placement of teams in divisions is determined by the results of the previous season.  An example of team placement when more than two divisions for a specific skill level is as follows:  teams finishing #1, 4, 5, 8, 9, 12, 13 and 16 in division I, while division II of the same level would be teams finishing #2, 3, 6, 7, 10, 11, 14 and 15.



  3. Each club's entry fee is $35.00 per A, B, C, and Q team.  The entry fee is $17.50 per X team.  The fee and line-ups should be mailed to the league coordinator prior to September 16, 2007.  THE LEAGUE WILL USE THE RATINGS THAT ARE IN EFFECT FOR THE 2007 SUMMER  USTA LEAGUE SEASON.  THE RATING A PLAYER HAD ON AUGUST 1, 2007 WILL APPLY FOR THE ENTIRE  CIWITL LEAGUE SEASON.  There will be a subjective rating process based upon each coach's ratings of individual players not on the computer.  Entry fees will cover mailing expenses, purchase of banners and administration of the league.  There will be a fine of $50 issued to the club and its coach upon breaking any league rules.  This fine will also be issued if a team withdraws from the league once the schedule is set.  Checks should be made out to Greg Griffey.



  4. Greg Griffey, Carmel Racquet Club, will be league director.  Greg  Griffey, Mike O'Connell, Steve Behrman and Miguel Dungo will be the league committee.  All decisions related to the running of the  CIWITL league will be made by the league committee.  Standings and match scores will be posted on the CRC website and updated every Monday.  Carol Rudicle is the league secretary.  Host pros must verify final scores with the captain of the opposing team immediately following each match and mail or fax (317-844-9709) their scores to Carmel Racquet Club.  Any player not rated can be put on a team according to a pro's honest judgment.  However, if a player proves by results to be over-qualified for the level of competition, that player will be moved to another level.  Matches played will count as a default.



  5. Schedules list home team first.  Check each schedule carefully.  If a scheduled match falls on a school holiday, it is the responsibility of the teams involved to find an alternate date before the end of their season.  Any change of a match date must be made at least one month in advance and the League Coordinator notified of the change by the home team.  Reschedule matches early and set a make-up date no later than the day the match was to be played.  Fax  CRC (317-844-9709) with the new date of the match.  Please list the match number.

  6. Each 12-woman team must be kept separate from other teams from the same club.  If one team is decidedly stronger than the other, it must be listed as the number one team from that club.  Additions to teams after the season begins must be made known to the League Coordinator before their first match is played.



  7. The home team provides a luncheon, which must be available at least 15 minutes after the last match on the courts is finished.  (Lunch example: 3 appetizers, 3 salads, 3 main dishes, 3 desserts)



  8. The home team provides one new can of balls per court, hence the second match on a given court will be playing with used balls.  Please leave the balls by the center strap after the first match is played.  All used balls are to be returned to the host club.



  9. Playing format:  Best of three sets, no-ad scoring and 12-point tie-break.  If players split sets, the third set will consist of one 12 point tie-breaker.  If time expires in the second set, complete the game in progress.  A team must be ahead by two games to win.  If the score is tied, play a tie-breaker to decide the set.  If sets are 1-all, you will play a 12 pt. tie-breaker for the match.  Service rotation can be changed for the third set tiebreaker.

  1. Fees for each match played: $14.00 per player/$168.00 per team.  Fees must be collected in advance and paid to the home team prior to the first round.



  2. A pro or non-playing home team representative must be present to conduct each home match.  No verbal contact with players when the match is in progress is allowed. 



  3. Whoever is running the match must check the score sheet and sign it before it is turned into the League Coordinator.  This is a mandatory obligation for each person in charge of a match.



  4. The line-up for both rounds must be exchanged prior to 11:00 a.m. (10 a.m. when in Bloomington, Lafayette, or Muncie) in writing simultaneously.  The visiting team shall present their line-up first.  The host team will keep the same line-up for both rounds while the visiting team will switch 1 and 2, 3 and 4, 5 and 6.  The first and last names of each player must be listed on the score sheet.  The rotation for the X league is as follows:

    First round: 1-1

    Second round:  

    1-2
      2-2   2-3
      3-3   3-1
    Any team has the right to substitute a player or a team in case of injury or other reason as long as the player is part of that team.  Only a direct substitution is allowed.  You cannot change the 1-2, 3-4, or 5-6 slots.
  5. It has been unanimously agreed that "stacking" is prohibited.  In doubles, a team or player cannot play ahead of a team/player with a rating of 1.0 above.  (ie. 3.5 players cannot play ahead of 4.5 players or two 4.5 players must play ahead of two 4.0 players.)  Each club should maintain the copy of USTA ratings that is being used for the league.



  6. Warm-up time has to be set aside for both teams starting at 10:30 a.m. if courts are available.  This rule must be enforced and controlled by the host pro.  Check at the host club's desk for court availability.

  7. Official match times will be 11:15 a.m. to 12:30 p.m. and 12:45 to 2:00 p.m.*  All matches must be played on time.  In case of a delay in the start of a match, each match Matches played in Muncie, W. Lafayette and Bloomington will start at 10:00a.m. and end at 1:00p.m.must have a 1 hour and 15 minute limit.  In case of staggered starting times for the second round, the time must be recorded on the score sheet (i.e., start time - 12:35 p.m., finish time - 1:50 p.m.)  It is very important that the match times are monitored closely.

  8. Matches played in Muncie, W. Lafayette and Bloomington will start at 10:00 a.m. and end at 1:00p.m.

  9. A clock visible to all players should be designated as the official clock.  This clock should be checked with the correct time and special attention made to the time in case of delay in the start of a match or if a player or team is late.



  10. If a player or team is late, there will be a penalty as follows:  One (1) game for each five (5) minutes late after 11:15 a.m.

    e.g.: player or team arriving on court at 11:21 a.m. will be 2 games down.
           player or team arriving at 11:36 a.m. will be 5 games down.
    No warm-up time will be allowed after official match time starts.  Late penalty includes loss of choice of serve/side.  Exchange of line-up must be prior to 11:00 a.m.


  11. A default (no show) will count as a 12-0 win for the team receiving a default.

    a. Weather-related reasons could be an exception to this rule.  If the weather is the reason for the default, there should be a mutual agreement between the pros of each team involved and an alternate date arranged.  In the event of bad weather, the State Police should be contacted and their advice on the safety of travel should be the deciding factor. Any other cancellations will be counted as a default and full payment of court fees will be paid to the home team.  9:00 p.m. the evening before the match is the deadline for a team to notify opponents without a financial penalty. The method of notification:  the coach of the defaulting team or player notifies the coach of the opposing team by phone.  Do not call the clubs and leave messages or voice mail at a club reception desk.  Each coach must write on the form he/she has indicating the name of the pros involved and time and date of notification - turning in such form to your billing office for record-keeping.
    b. If known in advance, defaulted teams must be at the bottom of the line-up.
    c. If a make-up date is not set within a timely manner of a rescheduled match, I will as League Coordinator, have the authority to set a final date.
    d. Any notification regarding defaults, match rescheduling, inclement weather cancellation, etc. must be to the pro/coordinator of the opposing team. 


  12. For A Division:  The team that finished first after the regular season will be league champions.  No playoffs.  Coaches must inform their players about the league format.

    a. If a tie exists between two teams, head-to-head result will determine the winner.  If needed, this may be broken down further into sets and games.
    b. If a three-way tie exists, the number of individual matches won involving the three teams will determine the winning team.


  13. Playoff dates in B, C, and Q divisions will be set in advance.  Coaches must inform their players about the league format.



  14. To be eligible for playoff matches, each player must have a valid rating and have played in at least two team or three individual regular season matches.  



  15. In case of a tie (sets and games) in a playoff match, a CIWITL Super Tiebreaker will be played as follows:

    a. a 3-minute warm-up will be allowed
    b. only two players from each team will play the tie-breaker
    c. any two players can form the team
    d. the match will be decided by the first to get to 10 by 2


  16. If a team is short of players, opponents should be notified by a direct contact with the coach by 9:00 p.m. the day before the match is to be played.  If a team is short  one team, the opponents don't need to have their 6th team present to claim a default.  Rotation must be made in slots 3, 4, and 5, so the #5 teams don't play each other twice.  Contact the host pro in person.

    Example of rotation for 2nd round (one team short):

    3 vs. 4

    (home team listed first)

    4 vs. 5

     

    5 vs. 3

    If a team brings 6 teams and the opponents only bring 5 teams, then #5 and #6 positions each play one round only.


  17. All grievances will be dealt with by the League Committee.



  18. Score sheets must be completed legibly with level of match and match number recorded in the upper right corner so that all names and scores can be easily read.  First and last names must both be listedRecord scores  by circling the winner.  It is important that the level of play of the match be listed (e.g., A, B, C, or Q) on the score sheet.



  19. League standings must be published at respective clubs.  Update scores from your own matches.



  20. Players who have been injured or who have fallen ill during the match may leave the court surface with permission from whoever is in charge of the match.  The time limit for this absence is five (5) minutes and is allowed only one (1) time per set.  The player cannot leave the court after 12:15 p.m. or 1:45 p.m.  If the matches are running late, the finish time must be adjusted by the host pro.  On "change over" a 90-second limit will be enforced by the person "running" the match.



  21. Try to make the warm-up a positive experience for all players.



  22. Use the new USTA rules for changing ends, i.e., no rest at the changeover after the first game.  There is a 2-minute rest period after the first set regardless of the final score.



  23. The home team always uses the red or green numbers with a white base.



  24. Matches played on neutral courts must have a player/coordinator from either team in charge of collecting money and turning in line-ups.  The neutral site must  provide a trained person to run the match.



  25. A host pro or club representative must be present to run the match.  The host club will provide the balls for any match played on neutral courts.  The host club also must send the score sheet to the League Coordinator and call in the score after the match.  No verbal contact with players once a match is started is allowed.



  26. The designated home team for neutral matches will provide the food.  An * on the schedule indicates these matches.  For neutral matches played at Five Seasons, a $5 fee for food will be charged to each player on both teams.


  27.  No make-up matches past April 15, 2008.


  28. The club that provides the site of a neutral match, must furnish drinks, plastic utensils, and balls.  In addition to this, the club  must run the match.  Please do not bring any Coca-Cola products to IRC when hosting a neutral match.



  29. Scores must be mailed or faxed (317-844-9709) on white paper only to Carmel Racquet Club by the site running the match as soon as the match is completed.



  30. A defaulting team in an A, B, C, or Q match will be charged a penalty of $168 x 2 = $336 for the home team for loss of revenue.  In a case where a team is short of players, there will be a penalty of $14 x 2 x 2 = $56 for each individual match that is defaulted (e.g. 4 players short = $112; 6 players short = $168; 8 players short=$224; 10 players short= $280; 12 players short = $336).  It is the defaulting club's responsibility to make there payments.  A coach may call by 9:00 p.m. the night before a match to cancel a player or players without a penalty.



  31. Each team must name a captain by the time the line-ups are submitted.



  32. Cell phones cannot be turned on during a match.  The penalties assessed for answering or making calls will be:  point-game-match.  If you are expecting an important call, give your phone to the person running the match to answer.



  33. The only sites available for the make-up or rescheduled matches are West Indy, Healthplex, IRC East, and ITC.



  34. No coaching during matches is allowed. No verbal contact with players when a match is in progress is allowed.  Coaching is permitted between matches.
